Dunno if you've noticed the (Play Solo Offline) option on the main menu.You don't need to play online on servers to be able to play on custom maps. Any maps downloaded off the Tripwire forums or on the Steam workshop, all work offline in solo.In case there are problems with subscribed maps off the workshop, make sure to check the description of the map to see if there are any instructions you might've missed. Some maps require you to individually download the map and manually insert it into the game.
